American tax payers have spent $48 billion toward reconstruction of IRAQ since the 2003 invasion of IRAQ.

IRAQ has built up a FOREX surplus of $80 billion from the sale of oil since the 2003 invasion of IRAQ. This is money sitting in a bank account, unspent.

About $24 Billion was spent by the american tax payer to rebuild the oil infrustructure in IRAQ. IRAQ has spent $3 billion in new developments during this period. The $80 Billion surplus has not yet been used.

The high oil prices is hurting the USA econony costing an estimated $22 billion a year.

The $48 Billion is not refundable.
The IRAQI's still hate america, but are better off by about $130 Billion.
The USA is worse off by the 48 Billion and the $24 Billion a year with high oil prices.

This is roughly equivalent of paying each IRAQI man, woman and child $1000 a year since the invasion.

I think thats fairly cheap money for testing out new High Explosive's
