No it's not. coz he can turn with out climbing, And there is no ground effect on the water.
Planes are a rush...............imagine that then some fekkers start unloading a load of AK47's into the air just in front of you, exciting ....just a tad
There is a pic from a speed camera that a guy set off on a fly past, caputured the back end of the jet nicley, not that people do that sort of thing

I'll try and find the speed camera pic it's on the net somewhere.
I remember back in the early 90's flying around East Texas for 3 months on forestry work & the party piece was to fly and just brush the trees with the underside of the wings , could only do it with something wit retractable gear though, I had a fekken baby the first time a guy did it !!!! Oh & out of hunting season as the rifles did tend to go skyward

In this video, there was no visible signs on the waters surface to suggest ground effect was taking place, therefore it probably wasn't, therefore it wasn't that low.
The only exception in that vid is when the rear facing camera in the cockpit shows a glimps of disturbance on the surface when the plane 'pulls up' hard from level flight over the water, but that could have been jet thrust rather than ground effect.

Thats the way I read it too which is why I thought ground effect was the effect of the ground going up and down making it difficult to fly low where as water (on a nice calm day and near the shore) is generally flat (ish )
