3B EPA minium weight

655kg, without crew for a min 5.0 metre MONO length, each additional metre add 50kg, up to a max of 6.8 metres.

Multi hull is 730kg..............

So just to clarify you need to read further down the page where it states the weight for 3B includes the crew but also to take note of the further rule 731. Minimum combined crew weight of 170 kg and any shortfall on that to be added to the overall weight.
