Looks like a late style 600/20 to me.
Definitely not a 21

I have been and seen it today and as you say it is not a 21 it's one of the first 20s Steve Baker called them 600 it needs a lot of pulling together the fella seems genuine but I have my concerns at as few things don't ring true, will need in excess of £4000 to bring it up to scratch then it's not so cheap
also the early 600 did not handle as good as the later models that Steve started calling 20
