we did have an enquiry about fitting self righting bags / tubes after a certain ro/ro ferry disaster when i was at henshaws couldnt find big enough gas cylinders though !!!

Fitting inflatable tubes, either permanently inflated or for inflatation in emergencies was considered serious proposition at one point. Fortunately common sense prevailed and they realised that roro ships are actually pretty stable and a better option is to firstly stop water getting onto the car deck, secondly to compartmentalise it so you don't get a free surface, and thirdly, drain it into the bilge or overboard asap.
All the significant roro ferry accidents I can think of were either due to mechnical or procedural failure.

y is it that all the ones that do seem to sink are spainishe or eastern european?

are there safety guidlines not as tough??

Yeh, but think what that would do to the world price of hypalon. Us nobbas would have to buy hard boats, Ebay would be swamped with kit for sale, the market price for large knives would plummet & the fuel barge owners would have to stay at home in a Force 7 or above

Perish the thought...
