phantom 16 transom advice please.

hi would really appreciate any advise on this.ive just started taking the transom out and have found that there are mild steel angle brackets bolted through the knees and into the transom then glassed over.i dont no about phantoms but ive relaced a couple of fletcher transoms and have not seen this before.is this a standard thing or has someone patched it up.many thanks.

Just had my transom replaced on my 21, also had had mild steel angle built in, Richard at Marsh Marine replaced these with stainless steel.
