I would assume the plug should be at the 12 oclock position as it's the filling/bleed hole. If it's at an angle there would be the possibility that you are not able to fully purge the air from the system.
Sounds like you do have air in the system if you have that much play in the steering. Look on the internet for bleed instructions for your system.
As you can hopefully see in the photo, filler is on top of the helm. Fully bleed, the steering and engine movement are pretty instantaneous and a hell of a lot lighter than the old cable steering I had in my Ring 18
