Red Diesel

Anyone know what the latest is on the use of red diesel.
at out rally the dutch were finding it difficult to buy white .
The Belgians were stopping them in Belgian waters and fining them if they had red.
this is a really ridiculous situation.i heard a rumour that the British customs have recently declared red for use in British waters only.
