Its an underwater stabiliser that supposed to keep the boat at the same attitude all the time, controlled by electronic sensors and operated in minute amounts automatically as the boat goes along. Its for reducing fatigue in boat and crew......apparently. When not in use, ie boat tied up, it can be swung out and up, and ends up lookin like a F1 spoiler above the motors. Gert big hefty hydraulics on it too.
