Boat listing over to port under power

I have a driver 440with a mercury 75hp which is offset just over an inch to the starboard side but seems to list over to the port side. There is a 30l fuel tank up the front and a bag of sand any ideas will be much appreciated

put the fuel tank in the back the bag of sand throw it away this might stop you from bow steering and what is the height of the engine
