It's a variable potentiometer in a fancy box which is then spliced into the engines wiring harness. Sometimes they're spliced into the engines load reference, some are spliced into the coolant temp sensor. A bad bodge whichever way it's done.

The later Mercruiser ECU's can be re-programmed properly without the need for any piggyback rubbish.

Also those boxes are designed to richen the mixture on weak fuelled 4 strokes, this is done on modern cars to leave a bit of oxygen remaining for the cat to work. If you go over rich on the mixture on a 2 stroke outboard. you are going to reduce it's power.
