Are you not allowed to put cement between the blocks just top and bottom across there.
There would not be cement between the courses for two reasons:

1) Cement is a constituent part of the "Mortar" and blocks/brick are bedded and jointed in Mortar.
2) If you look closely the blocks have a rebate in them allowing the appearance of a dry joint.

For carbon or epoxy, try SP systems in the isle of wightr.
they did have a seconds list that was cloth with imperfections that was quite reasonable.

Yes it would, but you would need some form of stiffening. Balsa or foam.
3/8" balsa would make some bullet proof seats.
