Help, engine running very hot!!

Aive recently brought a Yamaha 70 Ces which was used in f4, after about five minutes of use the water coming out the tell take is steaming and almost too hot to touch, it has a new impeller and water is coming out of the tell tale, what could be causing it to run so hot?

Is this a normal temperature, I know some car engines run very hot but I don't know anyone's whos 70 yam runs this hot!?

Any suggestions how to go about solving this

This might seem basic but I had yamaha 60 that I purchased with a boat, first time starting this occured, really hot tell tale! But that doesnt indicate that water is round the cylinders fully, so take the thermostat out, then try with that out. Test the thermostat with hot water from a kettle to see if thats working, if not then thats your main worry!
Hope this helps!
