Don't think so, never seen an XR2 with oil pump drilled, or that coil arrangement. Should have alodine on block not raw. I'd say warranty exchange/ replaced block and heads. That's why not painted.
WMV carbs, I'd say mid 90's 2.5 of some sort. What's that no on side of block. That would tell...

mercury powerhead

I'd say warranty exchange or replaced block and heads too, as the reeds supports, thermostats cover are black and other minor parts .
The voltage regulator used on this powerhead was installed on serial number 0C100861 to 0C291519 so year between 1989 to 1991.
This type of regulator was used also on 2.5liter year 1991 only serial 0C 291520 thru 0D081999.
I can't find this regulator or later V6 models.
not enough numbers to be more accurate, sorry, could be a 2.4liter or a 2.5 1991 (they use 7 petals on 200hp this particular year). What carbs references are you used?
For the 2.5 200hp 1991 easy to find how many petals you have thru the carbs.
looks like it's not a racing powerhead but a powerhead rebuild where they removed the oil injection. This kind of voltage regulator was not used on racing carb engine as far I know.

Got the serial number, according to midas its a 150/200 Promax???? Ive bought it so will see over the next few days.

Promax ?

Your serial number on the block goes to promax EFI engine, or you've a carbs engine, and after several checks I cannot find this type of water cooled voltage regulator other than stock engines, looks like your engine is made with different parts between promax and carbs. On race 2.4 and 2.5liter carb race engines they don't use watercooled voltage regulator. Strange...

I think possibly started as a efi then efi has been removed and replaced with carbs. what HP roughly would this be?

A promax 150/200 block & from half have few if any differences to a std 200hp Mercury. The 225 is a different animal
