Rusted steering arm/shift rod

I've got an old Yamaha 80, engine is immaculate inside and runs well but steering arm and shift rod are VERY rusty. How bad is it?

Actually, just scraped off the surface rust and it seems pretty solid underneath. Not sure whether the arm needs replacing before it gets too bad though?
