spray painting a gear housing?

Hi all, I had a problem last season where I resprayed my outboard gear housing with 2 pac paint. I used etch primer to start with, then primer filler, then a base coat (silver) and finally a lacear.
To the point the etch primer adhered and primer filler adhered very well but the base coat along with the lacear pealed away from the primer. Does anyone have any ideas what would cause this?

Did you flat the primer with wet & dry or scotchbrite before applying the topcoat ?

You also need to use epoxy primer. Think its called dp40?

Flatted primer with 320 wet and dry, degreased with pannel wipe solvent and then went over with tac cloth???

Didnt use epoxy primer last time. Would this have mattered as the top coat was normal 2k car paint?
Ive just re primered it using Awlgrip primer which I believe is epoxy. In two minds now wether to topcoat using Awlgrip paint.

Any ideas?
