I don't think there should be a basic license limit - but that you should have to do a medical and get certified fit after 2 races.

In the interests of keeping the RYA and possibly MAIB happy, I think unlimited event licences, but a medical with Dr Mengler BEFORE you can enter a race, otherwise it seems daft to need a medical at all!
