Where of who would I need to speak to about getting something like this built, I like the idea of a single engine 24-26 foot Cat cockpit but not essential

What about Adam Younger, I thought he was looking at designing a cat like you want and is it Alan! who does the Skater 21 was also looking at a bigger model. I think both of the live on IOW but there should be loads of members here that can point you in the right direction.

Other than that its going to be Argo/Twister or Argentinian hot boat!

As suggested earlier, try Twister Marine here in Finland.
They have built and rigged most of the latest 3C top boats.
They can build a new one to your specs. Alternatively they have, or at least know who has, used Twisters for sale.

As the boats are quite popular in Scandinavia a good place to take a look at is the Swedish Power Boat Associations site. How is your swedish

http://www.svera.org/sv/kop-och-salj/

There are three Twisters listed, 20, 23 & 24 with a canopy. Two of them are actually here in Finland. There's also a couple of Argo 21's on the site.
Here in Finland there's also an Argo 23 for sale, however it is a 4-seater.
