So you will penalise the smaller craft which maybe are not able to handle the conditions as much? I think force 5/6 is a good cut off point having been in a life raft in those sort of conditions.

Dont be tempted to switch to electric fuel pump, they are more trouble than they are worth. Just make sure that the mechanical pump is in good condition and both diaphrams are good.
