I've allways managed to get them on without the...
I've allways managed to get them on without the tool after a few bloody nuckles I've succeeded,its a bugger to get at the hose clips done up a long thin screwdriver helps or a quater drive socket...

Mercruiser modified part
I think they recommend a glue to stick the bellows on each end but its very fiddly to get it on correctly.You can replace the bellows with a hard plastic 2 part tube that is like a male and female...
