it depends on what type of resin he's used, some...

it depends on what type of resin he's used, some resins like scott bader resin has a high wax content(low styrene emission) so would need sanding to key the surface ready for flocoat.

Right .......... Flocoat is..........60%...

Right ..........

Flocoat is..........60% gelcoat, 36% resin, 4% styrene wax solution(+catalyst of course).

Resin alone will be too brittle, gelcoat alone will be too thick and show brushmarks...
