I've had considerable success with Removall 620. This is a relatively environment-friendly (and gel-coat friendly!) paint stripper specially formulated for GRP

You need patience (waiting 12 - 36 hrs), warm(ish) weather (i.e. not below 4 degrees C) and to cover with polythene and tape for best results. See instructions!
Just go easy with the scraper... especially if a sand / grit non-slip finish is part of the paint you're removing
