Rules for F3
As I read it in the rules f3 boats are not to be made out of exotic composites such as carbon or Kevlar.
The P21 that I have has a custom carbon/ kevlar dash, and most likely to have carbon/ Kevlar bodied seats this year aswell
There was no objection to the dash last year in the nationals, nor the European cup final in Cardiff when I raced! Only my engine and cleats were sticking points there which have since been changed
My only question is, does this rule apply to the construction on the hull, or everything in the boat? I intend to race the euros at genk and just want to make sure that this will all pass. As apparently the scruitneering is quite likely to be pretty stringent

You don't have a log book like in the nationals. In your dossier you must have a Scrutineering Control Form, one sheet with a column for every race. Then if any scrutineer finds a problem at a race it is quite obvious at the next one.

I just intend to do genk so would imagine will have the same scrutineer, and where is one of these forms obtained, I thought I just used my scrutineering log book at Cardiff?

According to the E & A website the Scrutineers for Genk are due to be Gust Lacroix and Frank Fleming. I would expect to be scrutineered more than once because it is so rough there. Make sure you have everything in your team dossier.
There is plenty of time to sort all this out long before the ferry.

European Team Dossier
This is also from the E&A website.
The dossier shall be composed of:
- Copy of the International Licences (Skier - Driver and Observer).
- Copy of Driving Licence (If it exists in the Country of the Driver).
- Copy of the Insurance Policy, with Payment Certificate.
- The Scrutineering Control Form, (the same one for all the season), to be filled in by the Official Scrutineer, at each race.
You also need an up to date certificate for your lifting strops.
Is your number registered in Europe?

European Rules for Formula 3
From the newly published 2012 rulebook.
Formula III Rules:
Engines: 150 HP Maximum Horsepower – about 111,85Kw. (with 5% tolerance) at the
propeller shaft. Only motors, standard out of the box, sold by the manufacturer as max
150 HP are allowed.
The Formula III boats, must comply with all the specifications as per Rule 5, from point
5.01 to 5.35, as shown in the current EA Racing Rule Book, with only the following
modifications allowed:
a) Minimum Length of the hull 18ft or 5.48 metres.
b) This class is for Single outboards only.
c) Seating Pilot and Observer side-by-side. Backward facing Observer seat can
be positioned aft of drivers seat.
d) Standard Recreational outboard engines of 2 stroke, direct injection, or 4
stroke. Not racing or high performance.
e) Maximum power of 150 HP/111,85Kw, measured at the propeller shaft as per
ICOMIA specifications.
f) Standard Manufacturer’s Exhaust, under water level
g) Only allowed to change the propeller pitch
h) Steering. Dual Cable or reliable Hydraulic Steering System
i) Ballast tank allowed
j) Bracket, if fitted, adjustable only by hand, not during navigation
k) Boat construction: Normal materials like on the recreational boats. Not
permitted other materials used for racing like carbon fiber, etc.
l) All engines must have operational forward, neutral and reverse gears.
Older engines which produce 150hp maximum horsepower are still allowed to race.
