Assuming your using a reasonably modern outboard, this is probably the simplest solution.

What engine are you trying to fit it to?
Fitting steerings usually pretty straight forward, there is normally a l shaped bar, which goes from the tiller arm of the ourboard then connects to the steering cable which goes through the tilt tube on the engine bracket,(tilt tube is a holow bar about 1 inch outside dia (on mercurys) and it is what allows the clamp bracket to tilt on the transom bracket.

See the pics ive attached
the blue represents where the seering cable would go through, the clamp bracket site between the 2 transom bracket peices

well

it would probably be a either 8hp or 20 hp, then may upgrade later on,

The boat im doing up is only for fishing,,but ive made a jockey-seat type console, all i want is a straight forward steering system, no hydraullic or powersteering,

Thanks

Kris
