The harmonic balancer is actually more of a damper than a balancer, it stops longitudinal (rotational) harmonics. it does the same job as when you gently touch your finger on a ringing tuning fork, and damp out the ring. not sure it's a good idea running without one, but I guess if you have no choice.... result if it fails will be a fractured crank.
The newer Steyr's have a fluid filled (viscous) harmonic damper (old one was a two part solid thing with rubber between the parts, it was the rubber that failed before).
Hopefully the new style is better.
