Phantom Evo is actually 'based' on the late model 23 (very different hull form to the 21) Steve considers the 23 to be the best 'alround' hull he ever designed.
And as you say, it wasn't a splash, Neil employed Phantom boats to design all the changes needed, and make the plugs/tooling for his ribs.

Nick Barsch owns the rights and moulds to the 19 which is used for OCR racing and they are produced at our Devon Factory.

Statement
With very much interest I have read this discussion.
I am a little dissapointed because I read here statements about myself and the boats I build by people I do not know.
First of all, the phantom 28 was a great boat in it's time, but today by modern standards most High Performance boaters have other needs in an offshore boat. In my life I have build 2 phantoms in a mold I rented from a guy in Holland. The first was a white one, wich I sold to germany and the second is a black one, wich I still have as a bare hull.
Actually, I started building the first because this German customer pushed me into the project.
I know that there are several copies made, but I think we must look into the reason WHY they where copied....
I think the reason was because in certain times it was simply not possible to buy one in England for various reasons...
What makes me really laugh in these posts is the design thing.
How Many boats are copied from the original Arronow Design, and then improved... Look at EVERY cigarette, magnum, scarab, early chris craft offshore, nor-tech, etc etc etc...
Why do you think skater builder Hedlin is so angry with MTi's designer Peeters?
Please, when Ford had to build the new GT40 they bought a ferrari 360 to make it a better car...
I think every smart designer looks at the competition when making something new.
I never wanted to copy a phantom boat, I just wanted to make a customer happy and build him one, although good or bad the Raffshore way...
In a few months my new RAFF29 wil be introduced (and the RAFF195 (19.5ft)) and believe me, It has nothing to do with a phantom 28 because I want to build boats for todays performance boaters.

Hi Raf, I met you a couple of years ago when I came to look at a 28 with Clive Baker and Nico, at which time I was led to believe that you built the 2 yellow ones, the stepped boat and the one with a pair of 300 Promax's!
I don't know about the stepped one, but the other was rigged by Nico!
Have I been misinformed?
Regards
TD

Hi Tony,
I remember you! I think Nico did the rigging indeed. I did not build the yellow ones, I have seen a stepped one but I think that thing was a joke... Was it yellow? I think it was green, anyway it's a long time ago.
Weren't you building ringcats at the time?
Bye

No idea, but why is this important?
Do you know that skater is building V bottems for some bige name boat builders.
Do you know that Sea Ray has a factory in Poland?
So does Janneau and other even English top of the line boats.
In the end it's only floating polyester
