Smile position of fuel tank help

hi
i have a 16ft global strada with a 50hp mariner 2 stroke on the back also a 40ltr plastic tampa fuel tank,also in the back end, back of the boat does drop quite alot so i was thinking of moving the tank under the bow, was going to put a piece of neopreme down 22mm thick, then rest the tank on top, and strap down the tank. this way it would help keep the bow down a bit, and take some weight of the stern ( back end ) my concern is with all the bouncing up and down over waves, will it course a problem with fuel surply ? also would i be risking ant structual issues ? ,is there many of you out there with a 16ft speedboat with your tank up front ? any help would be appreciated.
oh got another one to ask aswell
painting over the colour stripes on the boat, basically theres two red stripes and im changing the colour sceem. will be using a gloss has the finish coat, but wanted to know if there was something i could paint over the gloss to help protect the final gloss paint im using ?
