There is no such thing as the Powerboat Level 3, I think you are looking at the dinghy section, the Powerboat Level 2 course does not come in a book of certs anyway, its a bit dearer with a book included. But that aside most people don't think about it as marking up the certificate costs, its more about the 2 day powerboat course that comes free with the certificate.

I don't think that is an unreasonable price for 2 days tuition, fuel, use of boat, classrooms and all of the business overheads etc, however there are very few centers that charge that much, going rate is generally under £300 often somewhat less

Would be, but RYA Powerboat courses are taught with a maximum of three students on board. You would have 8 empty seats.
