Angry Water in cylinder bore

After a low compression test reading on my Mercruiser 4.3 V6 engines in my old Draco Sterling I pulled the heads off to find water in the middle cylinders. I’m trying to narrow down whether it’s the cylinder heads being porous or the exhaust manifold/ risers. The engines are 30 years old but have only 250 hours on them. I’m hoping to fit new piston rings to the affected cylinders. I’ve had her since last year and she was always a lazy starter. Any advise would be appreciated.
