Cool Outboard paint

I got a 32 ' CC with twin Honda 225 w/ Bobs Nosecones. I repainted the gearhouse with OEM original Honda paint according to Honda advice, however the original-use-it-without-primer-according-to-Honda-it-should-work-perfectly is peeling off...

Do you have any suggestions on what paint to use to make it stick?

Does it have filler on it blending the nose cone in?

If it does............

I would use epoxy filler,and decent epoxy primer! Its quite expensive but it does stay on. Especially if you get it baked on professionally. Ive also found that the merc epoxy enamel paint is quite good.
