26" Trophy or a 25" Laser II.
I had a 250XS on a P21 and ran a 28" trophy to the limiter.

Try a chopper or Lightning ET. I've tried a Trophy and a Laser II on my boat. The Trophy couldn't have been much worse (terrible chine walking, poor pullout and slow) and the Laser seemed OK until I tried to pull a skier out. Rings do not react like Phantoms and usually the opposite applies.

It just goes to show that trial and error is the only way:- A 24" small-hub trophy is unbeatable on my R20C/Promax outfit, way better than anything else I've tried.

gearcase design has a lot to do with it:- my 26" chopper was great with a standard gearcase but a complete dog with the sportmaster.

20's have a couple of variations in transom design and this must effect water flow. I do know someone else who swears by a through hub prop on a 20.

If the rev limiter is a hard limit at 5750 you will probably need to go 26".
