Sounds like a rip off to me! I would say your best bet is to ring around your local caravan centres for best advice. but £400 is a stupid amount of money for labour.
Some people really do need shooting with a ball of their own shit!

Definate rip off but i can beat that !
Need a towbar/electrics etc for my BMW 335d Sport Touring.
Trawl the internet and no one seems to do one because of the twin exhaust set up.
Phone local BMW dealer, yes sir we do one.
How much ? Towbar £285 + VAT, Electrics £127 + VAT, new cooling fan and shroud
(for the increased heat build up on the engine when towing !!)
£325 + VAT, fitting it all £600 + VAT !!! total cost inc VAT £1570 .97 !!!
Managed to find out that it is Westfalia that manufacture the towbar.
Phoned their UK rep who put me in touch with a local towbar company and they did me a deal
(not including the new cooling fan - they could not see any reason to do this) at £575.00 fitted and inc VAT !!!
I love BMW !!
