waterpump advice

Hi all
just a bit of advice needed, ive changed waterpumps before but never the whole housing, ive cleaned the shaft off so that new pump slides over nicely, removed old housing, the new lower housing doesnt seem to push over the shaft because the seal is tight , do i need to push this right on first or will it all bolt down tight once i put the impellor and top half of the housing on, thanks reece
