Sure there is. Canopies for international championships are mandatory and there are new guidelines to clarify interpreting the UIM rules. I'll try to post them here later tonight.

As asked and promised all 2010 outstanding issues will be brought forward and covered during this Council meeting. Among the outstanding matters the Council discussed the still pending situation regarding the cockpits in Offshore Class 3C. The Secretary General and the President summarized the overall situation and also recalled the discussion held at the March 2010 UIM Council meeting where the Council was prepared to suspend UIM Class 3C races.
Cominsafe and Cominoff had been asked since the 2010 March Council meeting to address and solve this matter in order to have the closed cockpits implemented. In January 2011 the Cominsafe Chairman Bob Wartinger was instructed to work with very high priority on the still outstanding safety issues starting immediately with the “reinforced Cockpits for Class 3C” with the very specific objective to race this season any UIM titled events with the cockpit and try to avoid fatal accidents and near misses which happened in the past and during the last racing season. Bob Wartinger came out with an estimated budget to accomplish the task. The estimated amount was immediately included in the UIM budget to cover the research costs for Offshore Class 3C Cockpits.
Ugur Isik confirmed that all his Class 3 boats were equipped with the closed cockpits and that it should not take very long to adapt existing boats with closed cockpits. It was also mentioned that X Cat went exactly into this direction.
Frode Sundsdal also confirmed that we should implement closed cockpits before any UIM Class 3C race and we cannot continue with derogation after derogation.
The relevant Commissions had been asked one year ago to work out the guidelines and the 2010 March Council accepted the races to take place in 2010 because of a confirmed sponsorship deal. The Council agreed that we cannot extend this any longer and priority should be given to safety, as the Council did earlier on today with the UIM Promoter Tony Walsh on safety matters (Closed Cockpits compulsory on all UIM titled events without any derogation).
The UIM President made it very clear: no unnecessary risks will be taken by the UIM, the Teams and the Drivers.
The first World Championship race is scheduled in July 2011 which according to the Council will leave sufficient time for implementation. The UIM Council after having discussed this issue agreed that no UIM titled events will take place in Class 3C without closed cockpits.
