That is the problem in the Med. No one is allowed to RACE in the Pelagos Sanctuary (for the protection of cetaceans and their habitats), in force since 2002 which covers all of the French Mediterranean coastline (including Monaco) and the Italian coastline. They are getting around this by running what is effectively a rally but no one is fooled. The above rules are very strictly enforced. Good luck to them anyway, hope it's a success this time.

Why would anyone be fooled? If someone wants to race, then would they not enter a race? A rally is a rally! Sounds like it will be a great event to take part in to me.
