I think these are called jack plates sure someone will correct me if wrong. measures 330mm high and 370mm wide on both faces. has 8" or 200mm set back. it has had a tohatsu 90 and a merc 200 fitted to it. and weighs 11kgs.

Actually it's a set back bracket - a jack plate is the same as a lifter and usually has either manual or hydraulic system for raising or lowering the engine.

just wondering what a set back plate dose? and would it make my ring 16 go any faster?

In theory a standoff or gill bracket does help the top speed, but it will also effect the handling. You are completely changing the weight distribution and it can make the handling worse in tight turns. There is a lot of trial and error with height and standoff it's not just a bolt on and go sort of a deal. Extra speed comes from moving the heaviest thing on the boat backwards ie the engine but also on a monohull you move the propeller into an area where it can maybe function better, you should be able to run it much higher.
