Sorry John my mistake, he will have to use fins or some sort rudder any way,

Now I see why you are asking about fins, very good idea with jet drives,
If your 27 hooks the fins might stop you spinning out, quite a few jet ski racers add bigger fins for sharper turning.

For what it's worth I would say a fin in the water would slow you down and make the boat feel more stable but you would be going slower so why bother !
