To check the seating of the float needle, can you not turn the carb upside-down, apply air pressure (lungs will do) to the fuel inlet point? If your cheeks don't go red & your teeth don't disappear...

Maybe so ,,,, but to what aim?
The float chambers can only hold "X" amount which the mechanical pump handles OK.
Now if it was an EFI I can understand.
