Thinking about this, I suppose the small craft/low speed thing is probably to allow people to row back from the pub & sleep the night on their boat.

I believe it originally covered all craft but the yachties kicked off about it & got the 7kt bit added.

They obviously believe themselves to be 'safer' than us. This doesn't seem to be borne out...
