Dry balance how to

As I was reading through this pretty old thread https://www.boatmad.com/forum/f3/ring-and-phantom-compared-to-picton-ski-boat-17888.html Barrie Williams mentioned that

The boat must be dry balanced, both longitude and later – a fork lift truck and strops, with felt tip pen works great. We used to look for a 3 degree dry angle on these old non-stepped hulls.

Could someone pls help me on how to do that exactly? My searches weren't particularly successful on that topic.

I'm stating a stringer resto on my Driver 560 (18ft) shortly and questions like tank size and placement etc are coming up naturally.
