Maybe you should tell him to be serious!
From a quick look around it seems that there are not many boats meeting these criteria, at any price. There are fast petrol boats, diesel boats with cabins, and a whole load of "sporty" diesel boats that will manage about 45mph on a good day.
On www.yachtworld.com they have listed an old Sunseeker XPS 34 for under £35k, or a nearly new 23ft Hydrolift for a little bit more (claimed 45 knots with the VW 150hp diesel, but it's in Sweden).
There are a also few oldish Sunseeker Tomahawk 37s with twin 200hp diesels. Asking price is about £50k but you might get a deal. It's not going to be as fast as you want though.
Assuming that there are no diesel Extreme 26s available, I reckon that a fast diesel RIB might really be your best bet. There might be a deal to be done on a new Naumacos 25 with a diesel in it. OK, so it's still a RIB but it would give you a good excuse to go to Italy to have a look
I suppose you could get a V24 and re-engine it within your budget, but it's hardly a practical option, and isn't going to be easy to resell.
Or how about speaking to Hunton to see if they would make you one of their smaller, old designs? They are discontinued, but I'm pretty sure they still have the moulds and they have done one-offs from time to time (eg for RIBs).
Finally (for now!) how about giving up on the diesel idea and getting a **** hot Phantom 21 for 10-15k, which would give you all the speed you want and plenty of petrol money?
