Maximum noise emissions have been set at 67dbp for 10kW engines and below, 72db for 10kW-40kW engines and 75db for those over 40kW, with a 3db allowance for multiple engine installations"

This is only for new boats, so doesn't stop the owners getting rid of the silencers.
