No. when i jack the engine above the transom then...
No. when i jack the engine above the transom then i dont need the water but as it's never flat in weston thats only around 5% of the time

well i've got both and use both so i can't really say.
however i'd probably agree with jonny cus i have water in the bow tank about 95% of the time mainly cus of the extra bow lift my jack plate...

Both dude bow tank to keep the nose down...
Both dude
bow tank to keep the nose down specially in the rough cus you have a power lift.
Tabs to balance the boat when waves coming in from the side and other reasons that i cant think of
