It's 100% definatly no doubt in my mind whatsoever a 20".

The 20" comes with the long trim and tilt ram and the 15" comes with the short trim only ram. However the 15" mid can acomodate either ram and so many people fit the long ram to the 15" mid as the short trim only ram can make launching/recovering a real pain. The Short ram was used to reduce/stop bounce and so is the preffered choice for pure racing applications.

The transom brackets are the correct offshore type and so is the tiller arm. Therefore althought I can't see the swivel bracket in that photo I would have thought it would also be the offshore type. Besides I'm pretty sure that the offshore tiller only fits in the offshore swivel bracket.

So to conclude it looks to me like a proper complete early to mid 90's 20" offshore midsection that would benefit from a lick of paint. Bear in mind it may also need rebushing.
