I'd get someone who knows what they are doing to check your setup. Sounds like something is very wrong, I've owned 2 P20's and they are a great handling boat even my mate with a standard 200 mariner...

Is your engine 150 or 200hp xr2 ? If it's a 200hp xr2 your P20 should be doing mid 70's

Jack the engine up and fit a low water pickup....

Jack the engine up and fit a low water pickup. Junk the 40 amp electrics and fit 16 amp then rev it to 7500.
