outboard height

I can see I have more holes on my outboard to lift it up, however if I did that, the saddle wouldnt sit on top of transom, and I would have to nibble a bit of the lip away. Does the saddle have to rest on top face of transom?? Can I lift it up? What sort of speed would I gain for a hole or two. Currently set at 2-3" below

Maybe a safe way is to get a power lift jack plate like this.

Have seen wood on top of transom, to add height, not a smart idea.
